Abstract
The recent world crisis caused by the Covid-19 pandemic has shown once again, on the one hand, that the market is not efficient in allocating resources, and on the other, that the states were not prepared to face the effects collaterals of the pandemic in society and in the economy. The pandemic not only killed more than five million people in two years, but also deepened the global economic imbalance exacerbated by the 2008 financial crisis. Despite the measures promoted by the World Health Organization (WHO ) and world governments in order to control the spread of Sars Cov-2 and develop fiscal efforts to counteract the negative impacts of the virus, the growth and development gaps between developed and developing countries are getting larger. .
